摘　　要：随着知识经济浪潮的加剧,创建世界一流大学成为民族国家提高国家竞争力与高等教育水平的有效手段。沙特阿拉伯与哈萨克斯坦两国致力于改革大学治理模式、实施奖学金项目、开展国际合作办学、完善高等教育质量保障,建设立足本土的世界一流大学体系。尽管两国路径不一,但均采取协同顶尖高校与高等教育系统、平衡世界标准与本土特色、调和传统集权与学术自由的发展策略,以世界一流大学建设为试点,推动高等教育系统与国家社会的协同发展。With the intensification of knowledge economy, building world-class university has been taken as an effective measure to improve quality and competitiveness of higher education. In order to build a local-based world-class university system, Kazakhstan and Saudi Arabia strive to reform the governance model of universities,implement scholarship programs, carry out international education cooperation, and improve the quality assurance in higher education.Different paths lead to the same destiny. By collaborating the top universities with higher education systems, balancing world standards and local characteristics, reconciling traditional centralization with academic autonomy,the two countries take world-class university as a pilot project to enhance the development of higher education system and social economy, which provide a new path for the evolution of world-class university.
