摘 要:从科技管理的基础理论和基本原则出发 ,分析了高校科研处长“双肩挑”存在狭窄的专业知识不能满足科技管理职能的需要、科技管理知识的缺乏制约管理效率的提高、专业研究中存在不公平竞争和制约专业科技管理人员积极性的发挥等 4种弊端。提出学术管理职能和行政管理职能两权分离、建立专业化为主体的科技管理队伍、建立专业和行政不同晋升渠道的双梯阶晋升机制、加强“双肩挑”科研处长的管理素质培训以及加强政治思想教育等提高科技管理效率的Based on the basic theory and principles of S&T management,it analyzes 4 malpractices in the 'double shoulder task' for the chief of scientific research division,such as limited professional knowledge which is hard to meet the requirement of S&T management function,lack of S&T management knowledge which is unable to increase the management efficiency,unfair competition in professional research,and restriction to the initiative of professional S&T managers. It puts forward the suggestion to separate the academic management function with administrative function,to establish S&T management contingent with professional persons as its main body,to create a double ladder promotion mechanism with professional channel and administrative channel. It also points out 5 countermeasures to strengthen the management qualifioation training for the 'double shoulder task' of chief of scientific research division,and political education to improve S&T management efficiency.
