摘  要:本文采用数据分析、需求调查和文献研究等方法,探讨了利用卫星电视远程教育手段开展大规模的学历提升和继续教育培训,为实现中小学教师提高学历层次提供教学服务的规划的必要性和可行性,并提出了具体的实施意见、措施与步骤。论述了开展卫星电视远程师范教育是当前和今后相当长的时间内从根本上改变我国广大边远、贫困地区教育落后面貌,提高广大中小学教师教育教学水平的重要性和紧迫性。This article adopts such methods as data analysis,requirements survey and documentary research to ex-plore the way of making use of distance education means of satellite TV to conduct diploma upgrade and con-tinuing education training in large scales.It also approaches the necessity and feasibility of making plan for providing teaching services to realize the upgrade of primary and secondary school teachers' diploma.Not only concreted opinion for implementation is raised,but measures and steps are put forward as well.It expounds that to carry out satellite TV teachers education will remain as effective measures in remote and poverty-stricken areas,which will surely change the face of these areas and improve the general teaching level for its primary and secondary school teachers.
