摘　　要：论述了利用 Internet进行远程教育所具有的开放性、灵活性、分散性等特点 ,并对美国和中国远程教育的发展与现状进行了分析 ;以一个基于 Internet的远程考试系统——《远程考试平台系统》为实例 ,阐述了基于 Internet的远程考试系统的开发中所需要的硬件、软件、相关技术、开发环境以及远程考试系统实施的步骤 :1 )数据结构的设计与后台数据库的构建 ;2 )教师出题及试题生成 ;3 )学生答题。This paper introduces the characteristics of the openess,convenience and spread of remote education based on Internet. And it discusses the development and the current situation of remote education in America and China. The paper,instancing a system of remote examination flat based on Internet, expatiates on the hardware,software,related technology,the environment for exploitation and the approaches of performing in remote examination flat .For example: 1) designing of structure of data and background database; 2) production of test questions on the teacher's part; 3)answering of the questions on the students' part.
