摘　　要：随着社会的发展 ,高等教育的地位越来越突出。如何发展高等教育 ,如何使高等教育更加适应当今经济社会的要求 ,是大家不懈探讨的焦点。文章认为 :2 1世纪的高等教育应树立以人为本的理念 ,以培养创新性高素质人才为目标 ,在注重个性教育的同时充分发挥素质教育的作用 ,并使创新教育在素质教育中得到应有的体现。The high education's position is more outstanding along with the society growing .Those are arguing central issues which how to develop it and how to make it fit in with the needs of the economic society exactly.This article realizes that the high education in the 21st century should set an ideal and belief based on people, set a goal which cultivates the innovative higher quality talents.The high education should make the quality education well when it pays attention to the personality education, and make the innovative education enough embody in quality education.
