摘　　要：中央用于各省的义务教育专项补助 ,在缩小省际义务教育投入差异和改善贫困县义务教育办学条件等方面均起到了一定的作用。但由于补助的规模过小 ,制度设计不够规范 ,其作用极其有限。The special subsidies for compulsory education at provincial level granted by the central government have had some effect in narrowing the gap of compulsory education investment among provinces and improving the compulsory education in poor counties. However, the effect is quite limited because the scale of granting subsidies is too small and the system design is not normative enough. The results of quantitative study also support this conclusion.
