摘　　要：通常采用征收庇古税的方法来解决环境污染的外部性问题 ,以弥补社会成本与私人成本的差额 ,但是不能与实际的减污效果相联系。本文将征收的环境税用于环保产业以减少污染 ,以此为出发点建立了推广的 Remsey环境模型 ,并讨论其解的稳定性及在环境政策上的应用。By collecting Pigou tax, the exterior problems of the environmental pollution are solved to compensate the gap between the public cost and the private cost. But, it cannot be related with the actual effects of pollution reduction. In this paper, an environmental model based on the environment tax is set up, which is imposed and applied to the environment protecting industry and to reduce the pollution. The stabilization of the model's solution as well as the application of the environmental policy are discussed.
