摘　　要：人是教育信息化建设的核心和基础。为了提升人在教育信息化中应该具备的知识和能力,世界各国、国际组织纷纷颁布了相关的政策标准并积极地推动实施,旨在通过加强教育信息化发展过程中人力资源的开发来加速教育信息化进程。教育信息化中人力资源开发具有丰富的内涵,在对我国教育信息化事业中教师、学生、管理者三类人力资源开发的发展历程、面临的挑战进行了简要回顾的基础上,从人力资源开发的目标、方式和内容三个维度,选取国际相关经验和案例进行分析,提出了一些针对性的建议,以期为我国教育信息化进程中的人力资源开发提供有益借鉴。＂Human＂ is the core and foundation of the Education Informatization. In order to improve human＇s knowledge and capability in the education informatization, many countries and international organizations have published some related policies and standards and implemented them actively, so that the process of education informatization is speeded up through strengthening the human resources development. This paper analyses the meaning of the human resources development, and reviews the development process and challenges that teachers, students, administers have experienced and faced in human resources development. Besides, the related cases from other countries are analyzed according to the aims, ways and contents of human resources development and some rational suggestions are made, in order to provide references for the human resources development in the development of education informatization in our country.
