摘　　要：《思想道德修养与法律基础》(以下简称《基础》)教学设计坚持以问题为导向,以问题为导向是学习和发展马克思主义理论的必然要求。根据《基础》课教学内容的综合性和应用性等特点,教学设计必须具有多样性和针对性。对《基础》课教学效果的评价要以学生和同行专家为主,并对学生评价中少数不同意见给予科学说明。＂Ideological and moral cultivation with law basis＂（hereafter referred to as ＂ basis＂）adopts the problem oriented teaching mode,which is the inevitable requirement of studying and developing Marxist theory. According to its comprehensiveness and applicability characteristics of teaching contents,the teaching design must be diverse and targeted. The teaching effectiveness evaluation of ＂ basis＂ should be student and peer expert based,and give scientific explanation of student minor different opinions.
