摘　　要：异地就医管理要有整体性、系统性、协同性的视角,正确把握服务与监管、方便与制约等关系,走出"方便最大化"和就医"漫游"的误区;实施顶层设计,明确异地就医监管的权责问题;深化体制机制改革,破解政策、标准、信息系统建设、经办管理体制和职能等不统一给异地就医管理造成的障碍,推进治理体系和治理能力现代化。With the view of integration, systematization, co-ordination in the management of accessing health care in a place other than resident region, the relationship between service and supervision, convenience and restriction should be properly balanced to avoid the error of“Convenience Maximization”and“Medical Service Roaming”. To promote the modernization of administrative system and governance ability, top level design should be conducted, the right and responsibility in the management of accessing health care in other place should be clearly defined, the system reform should be deepened, and the obstruction which was brought by policy, standard, information system construction, disunity between the management and function of insurance agency, etc, must be solved.
