广州学习型社会建设协同运行机制的构建

摘　　要：通过国内外关于学习型社会建设中协同运行机制的实践和理论研究,立足广州学习型社会建设的现实情况和客观条件,提出了广州学习型社会建设协同运行机制的构建策略及效果评价方法。首先针对实际情况提取了要素指标,然后确定了效果评价各指标的权重,并构建了评价矩阵,接着确定评价元素的关联性,最后在效果评价的基础上,提出了充分发挥以政府的建设主体作用、建立广泛的合作协调机制、强化上下贯通的组织保障、建立以示范引领为重点的反馈渠道等广州学习型社会建设协同运行机制的实施方法。Through the study of coordinated operation mechanism of the learning society construction both in practice and theory, this paper proposes the establishment strategy and effectiveness evaluation method in Guangzhou after consideration of its current situation and background. It firstly extracts the element indexes from the real situation, determines their weights and constructs the evaluation matrix, then determines the relevancy of the elements between each other, and finally puts forward a series of implement methods, including making full use of the dominant rule of government, building widely coordinated mechanism, enhancing the organizational guarantee and establishing the feedback channel lead by examples on the basis of evaluation effectiveness.
