九江医保制度改革试点的启示和借鉴

摘　　要：本文在总结和吸取九江医保制度改革试点"四大转变"和"三个教训"基础上,提出当前医保制度应坚持"板块式"和"保基本"的制度安排,坚持基本医保城乡统筹,坚持基本医保费用总额控制,坚持理顺城乡医保管理体制,进一步深化我国医保制度改革。Based on the “four changes” and “three lessons” from the pilot study of medical insurance system reform in Jiujiang, we propose that the health care system should insist on＂plate-form arrangement＂and＂basic insurance priority＂, insist on urban and rural basic medical insurance fund coordination, insist on total basic medical insurance costs control, and insist on rationalizing the management of medical insurance system between urban and rural areas, therefore, to deepen the reform of medical insurance system in China.
