摘　　要：学校体育既是实施素质教育的重要手段,又是实现健康第一的主要途径。所以,农村中小学学校体育虽然是"配角",但绝不是可有可无。由于认识上的偏差、措施上的缺位,而造成目前农村中小学学校体育的被动,体育师资队伍总量不足、队伍结构不合理,体育课堂教学和课余体育不规范,课余体育缺少组织与管理、活动形式缺乏创新,体育器材设施陈旧简陋是目前农村中小学学校体育存在的突出问题。在统筹城乡发展、构建和谐社会、建设社会主义新农村的今天没有理由不重视农村中小学学校体育。因此,建议提高认识抓落实,完善机制促发展;挖掘智慧筹资金,共谋大业铸辉煌;提高地位保稳定,狠抓建设谋发展;政府牵头,体育专业院校与地方教育部门联姻,实施双赢战略。Physical Education in school is the important means to carry out quality-oriented education as well as the main approach to realize the proposal that health comes first.However,the derivation of understanding and the absence of measures and practices,have resulted in the passiveness of the physical education of the middle and primary schools in rural areas,the shortage and the irrational structure of the teaching staff,the lack of standardization in in-class teaching and after-class activities and the old and simple sports equipments and facilities,which are the major obstacles to the development of the physical education of the middle and primary schools in rural areas.To balance urban and rural development and to build a harmonious society,there is no excuse not to lay agreat emphasis on the physical education of the middle and primary schools in rural areas.In this paper some suggestions and counter-measures have been proposed.
