摘　　要：20世纪,在高等教育走向大众化的进程中,美国逐步构建起具有明显区域特色的州级模式。这种以公立院校为主体对象的州级治理模式,在其发展过程中形成了规模与质量并重、分工与合作并举、自治与协调并存的核心价值理念,为美国高等教育的健康与可持续发展奠定了基石。构建具有本土特色的区域高等教育系统,是当前我国高等教育改革与发展的基本方向,在这一进程中,我国应以美国高等教育州级治理的价值理念为借鉴,正确处理好扩大规模与提高质量、职能划分与层级合作、政府引导与院校自治之间的关系,推动我国高等教育大众化的科学深入。In the process of mass higher education in the 20th century, the American public higher education formed the state mode with regional features. The core ideas that the state mode contained, such as mass enrollment, excellence, divided functions, cooperation, coordinating and autonomy, have im- proved the sustainable development of American higher education. Such core ideas are beneficial to im- proving mass higher education and constructing the regional higher education system in our country. In this process,China should draw upon from the core ideas of Amecian state higher education; corretly handle the relationship between the expdnsion of the scale and the promotion of the quality, the function division and hierarchical cooperation, and the government guidence and college autonomy; and promote popularization of higher education in China in depth.
