“国家人”与教师专业发展的国家规制

摘　　要：基于教师的法律身份、社会公益身份和被制度化的职业身份,可以确证教师的"国家人"属性。基于国家人的教师专业发展中的国家意志、制度规约、国家动力以及国家话语,表现出国家规制的必然性。教师专业发展的国家规制是以规制机构、规制过程、规制手段、规制内容和规制路径全面呈现出来。在现实中,应不断完善教师专业发展的国家规制;在未来,实行激励性规制与部分放松规制必将成为改变教师专业发展国家规制状态的方向和目标。Based on the legal status, social identity and institutionalized career identity, a teacher definitely bears the properties of ＂man of state＂. The professional development of teachers will reflect the will of the state, the state regulations, the state power and national discourse and all these reveal the necessity of the national regulations. The national regulation of teachers＇ professional development is displayed in the form of regulatory agency, regulatory process, regulatory means, regulatory contents and regulatory path. In reality, we should constantly improve state regulation of the professional development of teachers ; in future, definitely, the direction and aim of national regulation are to establish the incentive regulation and to relax regulation.
