摘  要:在"学区制"推行过程中,测度基础教育资源的资本化程度,寻求其均衡布局的有效途径,对决定教育服务的供给效率非常重要。本文基于Hedonic模型与天津市和平区二手住房市场样本数据,定量分析了基础教育资源的资本化程度,并进一步对其成因与外部效应进行探析。研究表明,公办小学对住宅价格具有正向的资本化效应,小学质量每上升一个等级,将给其学区内住宅价格带来14.7%的增幅;资本化程度高于英美国,是制度因素与市场因素相互作用的结果;应通过学校标准化建设与推行名校集团化管理,规范教育市场,结合相关制度改革,有序推行"学区制"。It is very important for estimating education service efficiency to cope with the capitalization of basic education and find out the effective ways of equilibrium distribution.This paper analyzed the capitalization index of basic educational resources based the data on second-hand housing market of Heping District.Then we explored the reason and external effect of educational capitalization.It shows that the quality improvement on elementary schools can lead to housing prices increased by 14.7%in corresponding school district and the capitalization index is higher than other countries.There are reasons of policies and market mechanism.Finally,we put forth some countermeasures that are concerned about the fiscal and taxation system,education market and school district management for the effective allocation of basic education resources in our city.
