摘  要:高校人事代理人员由于非事业单位编制等原因不能纳入机关事业单位的养老保险范畴,同时由于国家养老保险政策的不完善导致各高校具体操作中无所适从,同一学校的教职员工却享受不同的养老待遇,削弱了人事代理人员工作积极性,不利于高校聘任制的推进。通过对高校人事代理人员养老问题的现状进行分析,提出需要从强化政府责任、建立多层次多支柱的高校教师养老保障框架、对老、中、新人实施分类管理等方面加强改革,化解困境,促进社会公平。Personnel agency staff in colleges and universities cannot be included in the endowment insurance system due to the fact that they don’t belong to the authorized size of the institution. Meanwhile,colleges and universities are at a loss about how to operate exactly due to the imperfections of the national old-aged insurance policy. Faculty members at the same school enjoy different pension benefits and this is a blow to the enthusiasm of the personnel agency staff and it gives no impetus to the system of appointment. The author of this article analyzes the present retirement status of the personnel agency staff and puts forward that we should strengthen the government responsibility, should set up a multi-level and multi-pillar of college teachers’ social security framework and should strengthen the reforms as to the classification management of the old, the middle aged and the new staff to resolve dilemmas and promote social equity.
