试论民办幼儿园办学体制改革的政府责任

摘　　要：以宁波市为例,探讨以民办化为主的学前社会公共机构发展中存在的一些问题:民办幼儿园可持续性发展潜力有限;民办幼儿园教师队伍不稳定、素质不高;政府监管不到位。政府对社会公共机构具有不可推卸的责任:政府的财政责任、师资建设的责任、监管服务的责任。This paper aims to disclose the issues and problems in the development of private preschool institutions in a case study of Ningbo： limited sustainability, instable and low-quality faculty, and inadequate governmental supervision. The author believes that authorities must take the responsibilities in finance, faculty training and oversight.
