资源型央企环境监管难题及其化解——基于行政组织理论视角

摘　　要：对环境的依赖决定了资源型央企应比其他企业承担更多的生态责任,但是由于地方政府与央企存在的利益关系以及中央与地方在央企管理方面存在权力错位问题,导致地方政府及其环保部门不能对资源型央企行使应有的监督权,进而导致资源型央企在生成过程中资源利用率低、生态环境破坏严重。应通过采取完善资源型央企环境监管体制、扩大地方的环保权限、完善法律和制度保障、建立健全央企绩效考核制度等措施,促使央企转变经营方式,进而对地方经济社会发展以及生态环境保护产生积极影响。The resource-based central enterprises should bear more responsibility than any other eco-enterprises, which isdecided by the dependence on the environment. However, the interest relationship between the local government and thecentral enterprises as well as the power dislocation between central government and local government in the managementof the central enterprises make local governments and their environmental protection departments lose the proper rightof supervision of the resource-based central enterprises, and moreover, lead to the low resource utilization and severeecological environment damage during the production process of the resource-based central enterprises. Some effectivemeasures such as perfecting the supervision system to central enterprises, expanding protection authority of the localenvironmental, improve safeguards of the law and insitution, establishing a sound performance appraisal institution, mustbe taken to promote the central enterprises to change their operation modes. Finally, a positive impact will be producedon local economic and social development and eco-environmental protection.
