摘  要:目的以平衡记分卡法为基础,提出一套适合某医院临床手术科室绩效考核的指标体系。方法借助于平衡记分卡的架构,从财务维度、内部流程维度、顾客(患者)维度、学习与发展维度初步确定备选指标,结合Delphi专家咨询法对备选指标进行筛选,确立某医院临床手术科室绩效考核指标;采用层次分析法结合Delphi专家咨询法确定各维度指标的权重。结果确定了某医院临床手术科室绩效考核指标体系,该指标体系包括4个一级指标,9个二级指标,37个三级指标。结论临床手术科室的综合绩效排名与内部流程维度排名基本一致,内部流程维度在综合绩效中所占比重最大,临床科室提高综合绩效的关键还是在提高临床科室的医疗质量和医疗效率。Objectives Propose a set of indexes suitable for the surgery department according to BSC.Methods Specify candidate indexes by using structure balanced score card from finance,internal process,patient,study and development dimensions.Based on the facts of performance evaluation for clinical departments of the hospital,filter the candidate indexes by using Delphi Method,which is in order to establish performance evaluation indexes for surgery departments of the hospital.Define the index weight of different dimensions by using Analytic Hierarchy Process in combination of Delphi Method.Results The index system which includes four tier 1 indexes,nine tier 2 indexes and thirty-seven tier 3 indexes,is defined in this study.Conclusion Comprehensive performance ranking is consistent with the ranking of internal process for clinical surgery departments.Internal process dimension takes the most part of comprehensive performance.The quality and efficiency are the key factors for improving comprehensive performance of clinical departments.
