摘  要:20世纪80年代以来英国中小学治理董事会的重要性日益凸显,但是其志愿的工作性质、频繁的改革和变动的政策文本、权限逐渐减少的地方当局、复杂多元的学校类型及治理方式及不断上升的问责要求导致董事会负担过重、任务艰巨且复杂,因而其角色和责任鲜为人知。学校治理董事会是教育民主化的产物,更是对教育与学习观念的改变。The importance of school governing bodies has become more and more important even since the 1980s, yet frequent education reforms and policy variance, declining roles of local authorities, diversified and complicated school types and governance models, as well as the increasingly rising demands for accountability, culminating in the overload, complexity and arduousness of their work, thus render their role and responsibilities seldom known to the public. The emergence of school governing bodies not only betokens education democracy, but also a change to the notion of education and learning.
