摘  要:教育政策的价值基础主要有两方面的涵义:一是指教育政策的价值取向模式,它由一系列价值观念和价值原则构成;二是指价值取向模式赖以存在和确立的理论依据和假设。根据我国当前学前教育发展状况、各利益主体的利益追求及其所构成的相互关系的基本状况,学前教育普惠政策应建立在"以人为本"、"教育平等"、"效益优化"等价值观的基础之上。其中,"以人为本"蕴含全体的有质量的教育,"教育平等"凸显弱势群体的补偿教育,"效益优化"彰显教育资源配置的最优状态,而且这些价值观指导着学前教育普惠政策相应的价值选择。The value foundation of educational policy has two meanings. On the one hand, it means ed-ucation orientation mode of educational policy, which consists of value sense and value principles. On the oth-er hand, it means theoretical basis and hypothesis which depends on exist and establish of education orienta-tion mode. According to the current development of preschool education and the pursuit of interest of each in-terest subject with its interrelation, the Generalized Policy of Preferences of Preschool Education ought to be founded on such value foundations as “people-oriented”, “educational equality” and “efficiency-optimized”. Among these, “people-oriented” contains quality education for all, “educational equality” highlights com-pensatory education for vulnerable groups, and “efficiency-optimized” manifests optimality State of allocation of educational resources. Meanwhile, the value foundations guide relevant value choice.
