摘 要:关于"教授治学"、"教授治校"、"校长治校"的观点见仁见智,难判是非。"教授治学"与"教授治校"是一个伪命题;"教授治学"与"校长治校"亦是一个伪命题。诸多文献和相关争论真正要研究和解决的是学术权力与行政权力的关系问题。关于学术权力与行政权力制度建设的基本原则是从冲突走向协调;制度建设的目标是行政权力从对上负责转变到对下负责;制度建设的重点是变革学术权力的作用方式,建立学术权力对行政权力的监控机制。Views differ over 'professors' authority for academic affairs','professors' authority for all affairs',and 'the president's authority for all affairs'. Like 'professors' authority for academic affairs'and 'professors' authority for all affairs','professors' authority for academic affairs'and 'the president's authority for all affairs'are false propositions. A majority of literature and related argumentation are actually focused on the solution of the relationship between academic power and administrative power. It is,therefore,necessary to establish a system concerning these two powers. The basic principle of constructing such a system is to turn conflicts to coordination;the objective is to turn the administrative power's responsibility for the superior to that for the grassroots; and the emphasis should be placed on transforming academic power's ways of functioning and setting up a mechanism bywhich the acidic power supervises the administrative power.
