产权视角下高校提前处置老校区的思考

摘　　要：高校扩建筹资困难,资金压力大,交易费用高。通过从产权视角对老校区的处置进行探析,建议政府出台高校提前处置老校区的政策,将业内整合、政府收储、招拍挂等方式制度化、规范化。政府应帮助高校顺利实施老校区处置战略,提高高校资本运作能力,促进高校健康、科学发展。During the university expansion, colleges and universities have faced financing difficulties, financial pressure and high transaction costs. This paper analyses disposal of the old campus based on the perspective of property rights. It suggests that the government should issue policies on advance disposal of the old campus, and make the industry integration, the government purchasing and storage, open tender auction institutionalization and standardization. The government should help colleges and universities implement old campus disposal strate~, improve college or university capital operation a- bility, and promote college or university the healthy and scientific development.
