摘 要:2011年4月起,日本新《学习指导要领》规定,小学5、6年级开设"外语活动"。本文对"外语活动"的设置过程、定位、目标、内容及教学方式、方法等问题进行了系统考察,认为"外语活动"是以日本经济社会转型为背景,在社会各界充分讨论的基础上开设的。日本小学注重母语教育,"外语活动"定位于中学英语课铺垫,以培养学生运用外语进行交流的意识和加深对语言文化的理解为目的,以外语"交流"和"语言文化"体验为两大主要内容,采取浸入式、课题型教学方式和"TT"教学法。尽管取得了一定的成效,但仍存在小学阶段是否应开设外语教学、是否应设置外语课程等问题的争议。Since April 2011, Japan set a new course "Foreign Language Activities" for grades 5 and 6 students of the primary schools nationwide based on The Government Course Guideline. Having a thorough research on the course from the setting, teaching philosophy, teaching objectives, contents to the teaching plan, the article draws conclusions that the final establishment of the course "Foreign Language Activities" owed to the long overall research of the government after the transformation of Japanese economy and the suggestions from all walks of the Japanese society. Japanese primary schools focus on the mother tongue education while "Foreign Language Activities" is only a transitional course from the primary school education to the middle school education. The aim of "Foreign Language Activities" is cultivating the sensibility of foreign language communication and strengthening the understanding of the target language and culture. So communication and experience of between different languages and culture became their major concern. Immersion teaching method, the topic type teaching method and TT teaching method are often used in schools. Although they have received some effects, the doubts of whether set the English courses in primary schools still exist.
