摘　　要：通过对江门市社区教育调查的实证分析,基层电大的转型发展,应依托基层电大系统构建地方社区大学体系,利用开放大学系统资源服务于地方社区教育和经济社会发展。This paper focuses on the current transformation development of the grassroots radio and TV universities based on the analysis of a survey of community education in Jiangmen in hope of establishing a community university system on the basis of the grassroots radio and TV university system so as to explore an effective way of utilizing open university resources for the purpose of the local community education.
