摘 要:2004年,台湾教育部门发布了修订的《高中历史新课程纲要草案》,因对《开罗宣言》、《旧金山和约》的表述而引发讨论。近年多数台湾高中历史教科书尊重历史,客观地介绍《开罗宣言》及台湾在二战后法律地位问题,这对学生正确认识历史、认识台湾具有重要意义。但部分历史教科书,歪曲、否定《开罗宣言》的正当性和合法性,甚至假学术争议之名,大讲特讲《旧金山和约》以及所谓的《中日和约》,以彰显"台湾地位未定论"。台湾高中历史教科书对《开罗宣言》的不同阐述,其根本原因在于课程纲要未客观准确阐述《开罗宣言》。In 2004, Taiwan Department of Education issued the New History Curriculum Compendium Draft Revision of high school, which triggered controversies because of the different expressions of the Cairo Declaration and the Treaty of San Francisco. In recent years, the majority of Taiwan high school history textbooks respect history and introduce the Cairo Declaration objectively, which is important for the students to have a correct understanding of Taiwan and its history. But some textbooks misrepresent and negative the legality and justness of the Cairo Declaration, even explain loudly, under the academic guise, the Treaty of San Francisco and the so-called Sino-Japanese Peace Treaty, intended to spread "the un- certainty of Taiwan's status". The different explanations above stem from the lack of the objective and accurate elaboration of the Cairo Declaration in the course outline.
