摘  要:相对于全日制研究生教育,非全日制研究生教育有其独特性,其质量保障体系更为复杂。我国非全日制研究生教育外部质量保障体系存在法律法规不健全、政府的指导监督不到位、质量信息平台缺失、社会评估机构缺乏等问题,内部质量保障体系存在认识上不清晰、制度上不健全、实践上有漏洞等问题。基于全面质量管理理论,政府作为主导方,其指导监管的渠道平台要拓展,力度必须加大;高等学校作为主体,其质量保障制度和机制必须健全且执行有力;学术组织、行业部门和社会机构的指导及监督应畅通有效;在职研究生作为消费者,参与质量监督必不可少。Compared with full-time postgraduate education,part-time postgraduate education has its own uniqueness because of its more complex quality guarantee system.In our country,there exist some problems in the external quality guarantee system of part-time postgraduate education,for example,unsound laws and regulations,inadequate guidance and supervision of governments,a lack of information platforms and social assessment institutions.In terms of internal quality guarantee system,there also exist a few problems such as unclear acknowledgment,imperfect system as well as flaws in practice.On the basis of the theory of overall quality management,the government,as a leading party,needs to expand its channels and platforms in guidance and supervision,and makes greater efforts.However,colleges and universities,aaprincipal party,whose quality guarantee system has to be sound and powerful in implementation.Also,academic organizations,industry sectors and social institutions have to guide and supervise effectively.Furthermore,it becomes an indispensable part that in-service graduate students have to take part in the quality supervision.
