摘  要:周颖运用自行修订的《干部素质的公众观量表》,测量发现干部素质的公众观包括目标有效性、才能多面性、人际能力和个人品德四个维度,这四个维度及其内涵与中共中央颁布的《党政领导干部选拔任用工作条例》具有高度重合性。重复测量方差分析的结果发现,性别和身份的主效应不显著,说明大学生和公务员具有相似的干部素质公众观,男性和女性的干部素质公众观也不具有显著差异。而维度的主效应显著,表明群众心目中的理想领导最重要的特质是目标有效性,其次是个人品德和人际能力,再其次是才能多样性。在交互作用方面,除了维度与身份的交互作用显著,其余交互作用均不显著。The measurements from the self-revised version of the Measurement Form for Public View of Cadres' Quality indicate that the public view of cadres' quality covers four dimensions including goal effectiveness, versatility, interpersonal competence and personal morality, which are consistent with the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government issued by CCCPC. The results of the repeated measurements analysis of variance indicate that the main effects of gender and identity on the public view are not significant, which means college students and civil servants share similar public views of cadres' quality, and men's and women's public views of cadres' quality differ insignificantly. The main effects of the four dimensions are significant, which indicates that, in general public's view, the most important character of cadres is goal effectiveness,followed by personal morality, interpersonal competence and versatility. Apart from the interaction between dimensions and identity,other interactions are not significant.
