高校科技协同创新机制运行现状研究——以湖北省高校为例

摘　　要：为了摸清目前高校科技协同创新机制运行现状及其存在的问题,以湖北高校为样例依托,从高校科技协同创新依托平台、筛选机制、转移机制、政策支持机制及利益整合机制五方面切入,对其进行了实证剖析。结果发现,尽管目前高校科技协同创新机制已然形成,但存在依托平台协同层次较低、筛选机制体系粗放、宏观转移机制缺位严重、支持机制配套不足、奖励机制忽视集体激励等诸多问题,而致使这些问题出现的主要原因包括创新模式滞后,"小科学"生产方式仍占主导地位,管理方式"条块化"严重和协同参与各方的短视效应。进而针对性的提出了准确定位高校角色、转变科技生产方式、构建高层次的协同创新网络、发挥要素协同创新的带动效应的具体解决措施。这为掌握我国高校科技协同创新机制运行状况,针对性地解决其运行过程中出现的问题,进而提升其运行效率提供了重要参考。In order to find out the current operating condition and problems it the mechanisms of the universities＇ synergy innovation,the paper empirically analyzed from five perspectives such as synergy innovation platform,screen mechanism,transfer mechanism and policy support mechanisms,interest integration mechanisms,sample-based on Hubei universities.The results showed that although the current science and technology synergy innovation mechanisms are already formed in universities,there are many problems,including a low level of synergy platform,rough screen mechanism system,the absence of macro-transfer mechanisms,lack of supplementary mechanisms for policy support mechanisms,and the reward mechanisms ignoring collective encouragement,which are resulted from lag innovative model,＂small science＂production mode,serious ＂compartmentalization＂management and short-sighted stakeholders. And then,the paper put forward some specific measures to solve those problems,such as accurately positioning the role of university,changing the science and technology production model,building a higher level of synergy innovation networks,playing the driving effect of factors synergy innovation,which provides important reference for grasping the running condition of university＇s science and technology synergy innovation mechanisms,solving their problems at operation,and enhancing its operational efficiency.
