摘　　要：随着我国从精英化教育步入大众化教育,地方本科高校传统的管理方式已经与社会的需求格格不入,不得不进行综合改革,从而解决目前就业结构型矛盾。大众化教育的焦点问题是提高教学质量,而要提高教学质量,高校必须明白教学质量具有相对性、主观性、客观性和动态性等观念。在此基础上,采取基于社会需求的全面质量管理观可以提高地方本科高校的教学质量。Along with our country from the elite education into the mass education, the traditional local colleges and universities whose management mode has not met the demand of the society have to carry on the comprehensive reform to solve the employment structure contradiction. The point of the mass education is to improve the quality of teaching, therefore, the universities must understand the main idea of teaching quality which has relativity,subjectivity, objectivity and dynamics. On this basis, the teaching quality of local universities can be improved.
