摘  要:职业教育领导力建设是教育改革需要关注的问题。职业教育领导力建设是一个需要多层级治理的复杂问题,是运用各种能力和要素的综合效应,它的建设可以借鉴多层级治理的理论和方法。基于欧洲培训基金会(ETF)伙伴国的启示,职业教育领导力建设需要进行多层级治理的框架选择、原则设定、方法论等方面的研究,提升国家层面的职业教育领导力的建设水平,明确领导力建设的地区开发角色和责任,探索领导力建设的体制和机制改革的协调问题。Building vocational education leadership has become a concerned issue in educational reform, and it is a complex problem which needs to carry out multi-level governance practices. It is also a kind of combined effect of various capabilities and elements, and the development of vocational education leadership may borrow the theory and method of muhi-level governance. With the enlightenments of ETF partner countries, building vocational education leadership requires researches of multi-level governance, such as framework selection, principle setting, methodology, etc., improving vocational education leadership at national level, clarifying the roles and obligations of local areas, as well as exploring the coordination between the system and mechanism in building vocational education leadership.
