医院医保管理的民意调查与需求分析——基于成都市温江区1300余份问卷的实证研究

摘　　要：全民医保背景下,如何通过完善医院医保管理来提升医保基金使用的质量和效率,是医保基金有效供给和费用控制中急需解决的现实问题。完善医院医保管理应以现状和需求为基础。本文以成都市温江区31家定点医院为样本,对各类医院的医保管理满意度进行了实地调查,得出整体满意度较高和各类医院间和不同指标间存在差异的结论。在此基础上,对参保人进行了医保管理政策认知和需求的调查,分析了参保人的政策认知程度和需求偏好,提出增强对基层医院的扶持、实施医疗保险政策有针对性的宣传、完善定点医疗机构的服务管理和加强对医疗服务机构的监管的建议。What is urgently to be solved in effective supply and cost control of medical insurance funds is how to improve the quality and efficiency of medical insurance funds by way of perfecting the management of medical insurance in hospital under the background of universal medical insurance. It should be status and needs- based to improve the management of medical insurance in hospital. Using the data from 31 hospitals in Wen Jiang district of Cheng Du city,the paper described a attitude towards the management of medical insurance in various hospitals,obtained a conclusion higher satisfaction and differences in different type hospitals and indexes. On this basis,the paper surveyed policy cognition and demand of the management of medical insurance of ginseng protect people,analyzed cognitive deficiency and the differences of the needs of various people. Finally,the author put forward some concrete proposals to promote and improve the management of medical insurance in hospital base on the practical experiences.
