摘  要:新中国成立之初我国即开办了留学生教育事业,但与之密切相关的教育行政管理机制的建立却起步较晚。改革开放以来,政府愈加重视其教育水平的提高,不断研究制定新的政策法规,以促进来华留学生教育事业的快速发展,逐渐形成了以教育部为最高教育行政机关,各省教育厅承上启下,地方高校配合与自主并重相结合的宏观管理结构。然而来华留学生教育的进一步发展需要政府与高校及相关非政府组织更加密切的合作,在充分交流沟通的前提下为来华留学生教育发展的指引方向。Although the education for international students was started at the beginning of the founding of our country,it was a late start for the establishment of the educational administration mechanism which was closely related. Since the beginning of reform and opening up,the government attached an increasing attention to improve the quality of the education for international students,and continuously researched or formulated new policies and regulations to accelerate the rapid development of it. A macro- administration structure was formed by Ministry of Education as highest educational administration organ,provincial education departments as connecting links and local universities with cooperation and self- management. However,the further development of the education for international students needs the government cooperate with universities and non- governmental organizations more closely,to guide the right direction for it on the premise of full communication.
