摘　　要：新建地方本科院校转型发展不仅是学校发展的必然选择,也是经济新常态下推动我国经济结构转型升级的关键所在。新建地方本科院校转型发展需要学校、政府和社会共同承担、协同共治。高等教育治理现代化的核心问题是正确处理好政府、学校、社会的关系。从高等教育治理现代化的视角观照新建地方本科院校转型发展,分析各利益相关方的现实困境,探究转型发展的路径,并提出相应的对策与建议。新建地方本科院校的转型发展,需要在民主、科学、务实的精神指引下,通过学校主动作为、政府积极支持、社会全面参与,从而实现成功转型。The transformation development of new local undergraduate colleges and universities is not only the inevitable choice for school development, but also the key to promote the transformation and upgrading of China＇s economic structure in the context of the economic new normal. The transformation development of new local undergraduate colleges and universities need the shared responsibility and collaborative governance of school, government and society. The core problem of higher education governance modernization is to correctly handle the relationship between the government, school, society. From the perspective of governance of higher education modernization, it pays attentions to the transformation development of new local undergraduate colleges and universities, analysis of the real difficulty of various stakeholders, explores the path of transformation and development, puts forward corresponding countermeasures and suggestions. The transformation development of new local undergraduate colleges and universities, need the guidance of the spirit of science, democracy and pragmatic, universities＇ actively initiations, government＇s positive support as well as society＇s comprehensive participation, so as to achieve a successful transition.
