摘　　要：潘懋元先生在民办高等教育问题研究过程中形成了八个基本逻辑:民办高等教育发展是我国经济社会发展的必然要求;民办高等教育是我国高等教育体系的重要组成部分;民办高等教育与公办高等教育应具有平等的发展权;民办高等教育的公益性与营利性并不对立;促进民办高等教育发展必须树立多元质量观;民办高等教育发展必须大力依靠民间资金;政府应支持并规范民办高等教育的发展;民办高等教育应立足市场经济体制下的就业创业教育。Eight basic logics have been made during Pan Maoyuan’s thinking on problems of non-governmental higher education: the development of non-governmental higher education is necessary for our country’s economic and social development;non-governmental higher education is important component of our country’s higher education system;non-governmental higher education and public higher education should share equal rights to develop;the non-profit property of non-governmental higher education is not against its profit property;it is necessary to have multi-quality view to advance the development of non-governmental higher education;the development of non-governmental higher ed-ucation should largely be dependent on private capital;the government should support and regulate the development of non-governmental higher education;non-governmental higher education should be rooted in employment and entrepreneurship education in market economy system.
