高校招生政治思想品德加分政策的演变及其分析

摘  要:政治思想品德是否加分是与其在高校招生中的定位直接相关的,也是与整个评价体系是否采用总分模式直接相关,这一做法延续有其历史渊源。60多年来,从有明确政治取向,甚至唯成份论的高校招生走向以维护所有社会成员的公平、公正为目标的高校招生是大势所趋。逆这一趋势的任何做法都难以获得公众认可,政治思想品德加分之所以备受质疑是由于这一做法与客观、公平、公正的准则直接冲突,以专业规则约束行政权力才是解决这一问题的有效路径。Whether to give bonus points to student candidates' political ideology and morality is directly related to the objective of higher education enrolment and also to whether the general appraisal system takes the aggregate score mode.The bonus point practice has its historical reasons. However,it is an irresistible trend that the higher education enrolment will shift from its ascendant political inclination to fairness and justice for all social members. This practice is controversial just because it is against the code of conduct:objectiveness,fairness,and justice. The effective method to solve this problem is to establish professional rules to put a curb on administrative powers.
