西部欠发达地区中小学体育《新课程标准》实施的困境与对策

摘  要:《体育与健康课程标准》经过十年的实践探索,在发达地区已取得了显著成效,但西部地区中小学生体质状况不容乐观。鉴于此,为分析西部欠发达地区实施《新课程标准》困境的原因,本文以青海省中小学为例,通过对青海省中小学体育教学现状进行调查,诊断青海省《新课标》实施后学校体育发展的症结所在,探析青海省学校体育良性发展的条件和机制,提出对策,以期为西部欠发达地区中小学学校体育实施方案的制定提供理论依据,也为教育行政主管部门决策提供参考。Through the implementation of Physical Education and Health Curriculum Standard for ten years, the sports education looks as if it gets good results in the developed regions. But the health of the students goes from bad to worse in the western undeveloped regions. In view of those, the writers, who take some schools in Qinghai as ex- amples, do a survey personally about the current teaching situation in the middle and primary schools of Qinghai and analyze the conditions and mechanism by which the sports of the schools will go on smoothly in order to find out the real reason of dilemma when the schools carry out Physical Education and Health Curriculum Standard. As a re- suit, the writers are able to find out the real difficulties and give the suggestion that the sports education should meet the contemporary characteristics. Based on the implementation of the curriculum standard and teaching theo- ties, the schools can draw up the exact teaching contents from level one to six according to the exact characteristics of teaching situation in Qinghai.
