区域医疗电子档案共享所涉伦理问题的对策模式设计

摘　　要：目的从伦理学角度合理处理好健康信息区域共享与患者隐私权、知情权保护之间的矛盾,保障医疗电子档案的区域共享和利用工作的持续健康发展。方法对区域卫生平台的安全架构进行科学设计,确定医疗电子档案的归档范围、保管期限和保密等级,建立医疗电子档案全生命周期管理模式。结果区域健康档案信息平台可向社会和公众提供开放的、有利用价值的数据资源;向社会提供多形式的开放查询渠道;实现隐私与权限管理规则确定和功能设计。结论区域健康档案信息平台能够有效地解决卫生信息化道德领域中的伦理问题,对保障区域医疗信息化工作持续健康发展意义重大。Objective： To deal well with the contradiction between convenient sharing and protection of patient＇s privacy about the healthy information from an ethical point of view, to ensure regional sharing and utilization of the electronic medical document to keep on developing soundly. Methods：The security architecture of regional health platform has been designed scientifically. Determine the medical electronic files scope, retention and security rating. Results： Establish lifecycle management mode of electronic medical records, and design the function of pri- vacy and rights management rules. Realize the regional standardization management of the centralism storage of electronic medical records. Conclusion ：Regional health records information platform to effectively solve the problem of health information in the field of moral ethics, medical information work of the region has important significance to the sustainable and healthy development.
