摘　　要：拟从学习型社会的微观主体学习型公民的角度来建设学习型社会,提出学习型公民的学习力包括学习动力、学习态度、学习能力、行动能力、创新能力五个要素,并从学习型公民、学校、政府、社会四个角度提出制约学习力要素发展和学习型社会建设的因素,并相应提出解决的对策与建议,将微观与宏观相结合来建设学习型社会。Constructing a learning - type society from the perspective of the learning - typeCitizen. The learning power of a citi- zen include five factors. The paper discussed the factors that constrain the development of learning power and the construction of the learning - type society from the perspectives of government , society , citizen and school. The paper supposes that the construction of the learning - type society should be made through the combination of macro policy and the micro policy.
