行业特色高校MOOC联盟初探

摘　　要：近年来,MOOC在世界范围内迅速兴起,为了提升本国高等教育的国际地位,各国都在进行MOOC本土化实践,我国MOOC本土化已初见成效。但由于政策支持力度不够、教育技术落后以及运营经费不足等来自行业特色高校内外部的客观原因,加上来自行业特色高校领导者、教师等主观原因,导致了行业特色高校发展MOOC相对滞后。从目前形势来看,行业特色高校可以通过成立MOOC联盟加强优势学科的影响力、满足企业职工的学习需求、有效利用教育资源、均衡两极分化的学科布局。同时,行业特色高校以行业协会为依托平台成立MOOC联盟理事会,相似的课程计划为学分互认提供了有利条件,校企合作共同推动MOOC的创新。MOOC联盟成立的战略路径应从MOOC联盟的组织者、MOOC课程制作者及MOOC学习者三方面着手,共同推进行业特色高校MOOC联盟建设。MOOC （Massive Open Online Courses） has sprung up rapidly throughout the world in recent years. In order to enhance the international status of higher education, all countries are localizing MOOC and China is no exception. Even though China has achieved initial success in MOOC development, it still lags behind in MOOC of universities with industry characteristics owing to the objective reasons in and out of universities with industry characteristics such as lack of policy support, backward education technology, insufficient operating funds, and the subjec- tive reasons from the leaders and teachers in universities with industry characteristics. For now, the universities with industry characteristics can establish MOOC union to strengthen the influ- ence of their preponderant disciplines, meet the learning demand of employees, use education resources effectively and balance the polarized layout of the discipline. At the same time, based on the platform of industry association, universities with industry characteristics can establish a council of MOOC union which provides favorable conditions for credits recognition of similar curriculum, and promotes the innovation of MOOC through the cooperation between university and enterprises. The strategic path for setting up MOOC union should take the following three aspects into consideration： the organizers, the course producer and learners, who can together promote MOOC union of universities with industry characteristics.
