委托社会组织开展教育评估监测的若干问题

摘　　要：委托社会组织开展教育评估监测,一要明确委托责任,主要是明确委托的原则取向,双方的法定责任。二要完善委托程序,主要是收集相关资料,制定工作方案;开展实际调查,梳理各方意见;确定基本判断,编制评估报告。三要规范委托内容,主要是评估监测的合法性、合理性、可行性、可控性。四要健全委托方法,主要是健全评估依据、调查运作、影响识别、对策设计等方面的方法。To authorize social organization carrying out education assessment, firstly, make sure the resposibili- ties of the principal, mainly, define the principle of delegation and the legal responsibilities;secondly, improve the procedure of delegation, mainly collect the relevant material and make the work plan, carry out the investigation and conclude the opinions,work out the basic judgement and write the assessment report ;thirdly, sepcify the content of dele- gation, mainly, evaluate the legality, rationality, feasibihy, maneuverability; fourthly, improve the methodology of delega- tion, mainly improve the method of finding delgation basis,investigation,recognization and design of countermeasure.
