摘 要:区域港口集疏运系统资源整合是提高系统运行效率的重要手段,建立了反映集疏运资源相互作用的非线性动力学方程,通过调控系统的关键参数并分析其对系统稳定性的影响,确定集疏运资源整合的内在动力和关键措施。研究发现,区域港口集疏运系统首先应选择正确的资源要素制定对应的资源整合措施,其次应把握适当的资源整合程度。对曹妃甸港口集疏运系统的分析结果表明,应首先选择铁路运输子系统的相关资源进行整合,通过建设地方铁路整合设施资源以完善区域铁路运输网络,通过成立区域铁路运输协调部门整合组织资源以解决跨局运输问题,以此改善系统的运力结构,促进系统的稳定运行;若首先对码头装卸子系统进行资源整合,整合度不当会加剧当前运力结构失调对系统造成的负面影响,不利于系统的稳定发展。研究结果有助于在区域港口集疏运系统资源整合的理论与实践中把握关键要素与环节。Resources integration in Regional Inland Transportation System (RITS) is an important way to improve the system efficiency. A nonlinear dynamical model which reflects interactions among resources elements is built, and the stability conditions of the model is analyzed. It is found that there are two important premises before implementing resources integration in RITS. First, the right resources elements should be chosen and secondly, the intensity of resources integration should be appropriate. The results of Caofeidian RITS show that resources integration on railway transport subsystem can make the system stable and two integration measures are suggested, namely, integrating infrastructure resources by constructing local railways and integrating organization resources by establishing transport coordination department. It is also found that if integration measures are first taken in terminals handling subsystem, inappropriate intensity of integration will make Caofeidian RITS unstable. The results provide helpful insights for the research and practice in RITS resources integration.
