摘　　要：新世纪以来,随着信息技术为主要标志的科学技术的高速发展和知识经济的兴起,全球化的演进,学习、运用和创造知识的能力越来越成为推动经济和社会发展、促进人类文明进步和人的全面发展的决定性因素。全球化趋势需要劳动力接受更多的教育。构建终身教育体系,建设学习型社会,消除学习障碍,保障所有人的学习权益,使教育和学习渗透到社会的各个层面、各个组织和所有的人,已经成为人类历史发展的必然趋势。建设学习型社会是现代化建设的必然要求,是民族复兴和实现伟大中国梦的必要支撑,是科学发展的必由之路。Ever since the new century, with the rapid development of science and technology, which is sharply characterized as information-technology, with the rise up of knowledge economy and with the evolution of globalization, the ability of learning, using and creating knowledge has become a determinant factor to promote social development and all-around development of human civilization. Further education is needed for workforce to cater for the general trend of globalization. Constructing lifelong education system, building up a learning society, eliminating the obstacles of learning and protecting rights for all to be educated have become the inevitable trend of development of human history, which could permeate and penetrate the education and learning into all aspects and facets of social organizations and all the people. Building up a learning society is an inevitable requirement for modernization, is the realization of the great national rejuvenation and the necessary support of Chinese dream, and also is the route that the scientific development must take.
