摘  要:质量管理是提高高职教育办学水平和人才培养质量的核心问题之一。高职教育质量管理包括外部和内部两个层次,外部管理涉及高职院校与政府、市场、社会之间的主体关系;内部管理则是多主体之间相关利益在高职教育中的调整与分配。通过人才培养质量标准界定、人才培养资源管理、人才培养过程管理、人才培养分析与改进等过程,实现高职教育质量管理体系的有效构建。高职教育质量管理效果的价值判断应关注"顾客要求的满足程度",其评价目标、评价主体、评价指标与评价方式是管理效果评价的基本构成。Quality management can improve the educational level of vocational education and training of personnel quality of the core issues. The quality of education includes external quality management and internal quality management. The main external management involves vocational colleges and government relations, marketing, society. The internal management is more adjustment between the main stakeholders in vocational education and distribution, and the corresponding co-ordinate reform of vocational education leads to internal factors. By defining quality standards for personnel training, personnel training resource management, personnel training process management, personnel training, analysis and improvement processes, effective quality management system of higher vocational education is built. The effect vocational education quality management should focus on "satisfaction degree of customer". The fundamental constituents of management effectiveness evaluation are evaluation objectives, evaluation subject, evaluation index and assessment methods.
