职业教育决策管理机制创新研究——以湖南省为例

摘　　要：市场经济体制下,校企之间相对隔离,学校教学科研与企业需求相互脱节,职教经费不足、法律法规不完善、职教多头管理等问题难以适应现代职教体系建设,同时也困扰职业教育发展,政府在职业教育管理中难度越来越大,职能空间越来越小。根据党的十八届三中全会精神及《国务院关于加快发展现代职业教育的决定》,新形势下应加强地方各级政府在职业教育管理中的职能。该文以政府对职业教育的管理机制为视角,以湖南省为例,探究职业教育管理机制的创新。Under the market economy system, schools is relatively insulated from enterprises. Teaching and scientific research of schools and enterprises are disconnected with each other. Due to lack of funds, the imperfect laws and regulations and disordered management, vocational education does not adapt to the development of the modern vocational education system, but also influences its development. Government is becoming difficult in vocational education manage and its function space is becoming small. According to the spirit of the Third Plenary Session of the eighteen party and the＂State Council on accelerating the development of modern vocational education decision＂, under the new situation, we should strengthen the function of local government at various levels in vocational education management. From the perspective of government in management mechanism of vocational education, take Hunan province as an example, this paper explores the innovation of management mechanism of vocational education.
