High-Level Popularization of Fifteen-Year Basic Education: Goal, Challenge and Strategy——An Exclusive Interview with Vice Head of Jiangsu Provincial Department of Education

摘  要:教育是民族振兴和社会进步的基石,基础教育则是基石的基石,其基础性决定了它的重要地位和作用。江苏高水平普及15年基础教育,要坚持示范导向、问题导向、需求导向和差异导向;要锁定薄弱地区,聚焦薄弱学校,突出薄弱环节,强化县级统筹,全面推进改善义务教育薄弱学校基本办学条件工作;要进一步落实深化课程改革的新举措,把深化课程改革的具体目标任务作为"十三五"规划的重点,在全省范围加快推进学习方式变革,进一步发挥地方课程的补充、调节作用,以质量提升为中心在全省展开重大问题研究,扎实做好江苏实践经验的总结与推广,以课程实施为重点加强教育教学的督导检查。Education is the cornerstone of ethnic and social development and prosperity, among which basic education is the most crucial to some extent. Jiangsu Provincial high-level popularization of fifteen-year basic education should stick to orientations of modeling, problem, requirement and discrepancy, should locate weak areas, focus on weak schools, highlight weak links and enhance county planning to completely improve the basic schooling conditions, and also should further implement the new measures of deepening curriculum reform so that the concrete goal of refl)rm could be considered as the focus of the "Thirteenth Five-Year Plan". Meanwhile, traditional learning styles should be changed quickly throughout Jiangsu Province and the local courses should be emphasized as supplement and adjustment. In addition, we should revolve around the promotion of quality, do research on significant issues, summarize and popularize the practical experience of Jiangsu Provint, and strengthen the supervision and inspection of education and instruction focusing on curriculum implementation.
