摘　　要：科技人员参与科技成果转化收益分配是技术创新激励机制的关键。提出"知识光谱"作为科技人员分配激励的理论基础。总结了我国及陕西省关于科技人员参与科技成果转化收益分配的政策法规,以陕西省企业、科研院所、高校与转制院所的科技人员参与科技成果转化收益分配为例,说明了现行政策法规的落实情况,在此基础上分析了我国科技人员参与科技成果转化收益分配存在的问题,提出完善科技人员参与科技成果转化收益分配激励机制的政策建议。The key to improve the technological innovation incentive mechanism is the income distribution of scien- tific and technological achievements of technical personnel. This paper summarized the policies and regulations of the income distribution of scientific and technological achievements of technical personnel in our country and Shaanxi province. Based on the income distribution of scientific and technological achievements of technical per- sonnel from enterprises, scientific research institutes, colleges and system-transformed institutes of Shaanxi pro- vince, we analyzed the problems of the income distribution of scientific and technological achievements of techni- cal personnel in our country. Then, we proposed policy suggestions to improve the incentive mechanism
