摘 要:绩效拨款是世界各国高等教育财政改革的方向之一,但在中国只有少数省份试图将绩效评价结果作为高校财政拨款的依据。在高等教育从规模向质量发展的转型期,浙江省在全国较早实施了以教学质量评估结果为基础的高校拨款政策,在我国地方高等教育绩效拨款改革方面做出了有益的探索。通过梳理浙江省本科高校绩效拨款的改革逻辑与举措,评析其利弊得失,可为深化我国高等教育公共财政支出的绩效改革提供借鉴。Performance-based funding allocation is one of directions of financial reforms in international higher education, but only a few local governments in China are trying to take performance evaluation results as a criterion for university financial allocations. During the transitional period of higher educa tion development in China which is from scale expansion to connotative quality, Zhejiang Province took a lead in the implementation of higher education funding allocation policy according to the results of teaching quality evaluation of local universities, which was an innovation reform of higher education performance based funding allocation in China. By illustrating backgrounds and measures of higher ed ucation performance based funding allocation reforms in Zhejiang province, it analyses the policy's ad- vantages and disadvantages, which could provide some reference for deepening performance reforms of our higher education public finance expenditure.
