摘 要:社会捐赠是高校办学资金的重要来源之一。近二十年来,在政府系列政策的激励下,国内普通高校社会捐赠有了较快增长,但由于地域、校际、认知及观念的差异,高校社会捐赠工作面临政府管理的规范要求与高校专业机构参差不齐、高校校友捐赠参与度低与"全人"的人才培养理念、政府政策的限制规定与高校社会捐赠的多样性存在现实反差等多重困境。本文在分析政府政策变革趋向的基础上,提出了以人为本为指向的人才培育机制、以基金会为主导的组织架构、以专业化为目标的运行机制、以信息化为手段的监督机制等高校社会捐赠机制重构路径。Private donations serve as a major source of funding for institutions of higher learning. O- ver the past two decades or so, encouraged by government policies, private donations received by colleges and universities have increased rather rapidly. However, due to inconsistencies between dif- ferent geographical regions, institutions and social mentalities, a series of problems still exist in the effort of making private donations to institutions of higher learning in China, including the inconsist- ency of government regulations with the organizational setup of colleges and universities, the gap be- tween the low participating rates of alumni and the advocated concept of educating the whole person, and the existing contradictions between government restrictive measures and the diversified approa- ches to making donations to colleges and universities. Based on an analysis of the trend of govern- ment policies, this paper proposes a restructured donation system for institutions of higher learning that is constituted by a people-centered educational philosophy, a donation administration guided by foundations, a professional operation mechanism, and a supervisory transparency enabled by public disclosure of information.
